Map this out, folks. It is right next to the Sheriff's station. Now what kind of fools would have such disregard for the law that they would fire guns in that area? I will tell you what breeds this kind of criminal. If I recall correctly, that apartment complex is heavily populated with Section 8 tenants. Yes, I know some Section 8 tenants are good, but the system is so lax that it also breeds and supports criminal behavior.
