In 1987 Jeffrey Hubbard was convicted of rape and involuntary manslaughter in the torture death of his 3-year-old daughter, Tiffany. Sentenced to life in prison, Hubbard's parole is now under consideration by the Adult Parole Authority in Columbus.
That fact alone has people who know about the case livid. Local 12 News Reporter Rich Jaffe wants to caution people, this is a very difficult story to listen to or read about.
Jeffrey Hubbard had a parole hearing on Thursday and the board is now considering his request to get out. Everyone who is familiar with the case from prosecutors,victims advocates, even the retired detective who investigated it, say Jeffrey Hubbard should never, ever see the light of day.
When Hamilton detectives found tiny Tiffany Hubbard, she was curled up under a sink, dead and tortured. She'd been raped and beaten with a board for days. Her father, Jeffrey Hubbard, and others stepped over the dying child repeatedly when they went to use the bathroom. "She, I have to imagine questioned what kind of a world am I born into? With a parent who would break my body from stem to stern, force me to eat feces, brutalize me sexually, no doubt raped her repeatedly."
In 1987, Hubbard was convicted of involuntary manslaughter, felonious sexual penetration, and sentenced to life in prison. When Tiffany died she had only been in his custody for a couple of weeks. The case was so horrendous it still haunts retired Hamilton detective Don Gross. We spoke with him today on the phone about it. "What bother me so much was how he related to how he tortured her and that's all you can call it is torture, and this went on for several weeks that he never let up and the way we found her and that I still remember today."
The fact that Hubbard is up for parole was caught by victim's advocate Bret Vinocur, seen here in an earlier story. Vinocur has started a petition drive to keep Hubbard behind bars on his website
paroleblock.com. When Vinocur contacted Butler County Prosecutor Mike Gmoser, Gmoser and his staff immediately sent a powerful letter to the Parole Authority, saying, "Words cannot adequately describe the brutality and cruelty of Hubbard's crimes. The parole of Hubbard would deny justice to Tiffany and demean his cruelty to her."
Gmoser points out that, now a predator, if released Hubbard is extremely likely to re-offend. "She came into this world and what she came in to was hell, she was born into hell."
Gross told Rich that Hubbard used a wolf mask to terrify his daughter, and while he had her locked in the bathroom, when he wasn't beating and raping her, he left the mask in there leaning against the wall to scare her even more.
