The most contentious issue on the local ballot this fall was Issue 27, the Comprehensive Justice, or jail plan which went down to a decisive 56 to 44 percent defeat.
That has left Hamilton County with a financial and budgetary crisis that reaches into every aspect of the county budget, including endangering its critical bond rating.
Since the election, county elected officials and administrators have been grappling with their options.
